I think I this is a Declivis Dung Beetle. It was tiny, about 1 cm long and was crawling in a pot plant. That is the stem of the flower in the background. Very soon after I took the photograph the beetle went back into the leaf litter in the pot and I lost sight of it.
O. declivis has a flattened, sloping disc-like area (most obvious in the male) on the front of the pronotum. It is also larger than the species in this sighting.
