would it help to take a close up? there are a range of planted conifers in the area, however over the past 10 years we haven't noticed recruits.

Yes, that would be good, to me It looks like the young Cupressus arizonica that are currently popping up on the Deakin side of red hill. See Cupressus arizonica (Arizona Cypress) albeit a more well-devolped plant.
