It might be, though Tetratheca bauerifolia is typically at higher altitudes in exposed rocky areas. Don photographed it by the road on the NSW side of Piccadilly Circus, high in the Brindabella Range. Unfortunately, none of your photos are at high enough resolution to show the hairs on stems, sepals, and flower stalks. I suspect it is Tetratheca thymifolia.
