Distinct veil remnants and presence of a Cortina point to Cortinarius. I looks somewhat similar to some images for Cortinarius abnormis. I suspect the sighting http://canberranaturemap.org/Community/Sightings/Details/3343383 is the same species although this is a far better specimen.
