I think it is Rumex conglomeratus rather than Rumex crispus because the whorls of fruting bodies are distant from each other and mostly subtended by a leaf. The photo is not really good enough to see much detail of the fruiting bodies.
Thanks Betty. I am quite familiar with Rumex crispus, and this one is different in appearance in several ways. I've just looked at other internet photos of Rumex conglomeratus and they look like a match to me.
