It is certainly a strong option, but not a given. The Bullshead area is full of interesting shrubs including Pomaderris subcapitata (which is an odd find as well). The Pomaderris as far as I'm aware is natural so this may well be also. Grevillea victoriae is native to the ACT and occurs at a few sites in the northern brindabellas
