The bulk of the stems in the image are Cotoneaster pannosus, but there may be a sapling of Cotoneaster glaucophyllus growing amongst them. The leaves of glaucophyllus are typically 3 -4 X the size of pannonsus.

Thank you, Michael. The leaves were much smaller than glaucophyllus. There was an old and larger trunk in the middle of this patch that looked dead or cut and treated in the past. The many young stems may have come up from the root system of the original tree, or they were all separate new ones, I was unsure.
