Sorry I could not get any closer or get a view of abdomen from above. Small golden brown dragonfly with green and brown eyes.

Yep - thats a tough one. I suspects a teneral Scarlet Percher based on the apparent 'flanges' to the side of the abdomen, but it's not sufficient to go on alone; and the wings aren't helping either ( a Scarlet would have a yellowish tinge to the base of the wings and slightly red-ish leading veins, but as a teneral it's also hard to know. Think it's best left as you've identified it; as a Diplacodes sp. Sorry.
