I believe this is a female Blue Skimmer. It landed on the trail near where I was standing. This dragonfly appeared to be sunning itself on the ground. It originally kept flying away from me, along the wheel pad we were both on, but then it flew across to the parallel wheel pad and actually landed a little closer to me.
