The count is based on rosettes, not flower stems.
This infestation is in a heavily disturbed area adjacent to a fire trail. There is a dense mat of the plants in one location and there are additional scattered plants in the near vicinity. There is no sign of herbivory by insects or mammals which presumably gives it a competitive edge over native ground plants.
It is quite pretty!
