That was my first thought too, Michael, but it doesn't look like it. It is in a very rocky location and doesn't seem to be part of the 1990s plantings which were generally in regular lines on deeper soils. There are certainly some 1990s plantings further down the slope but this species doesn't seem to be in those. It might be a feral planting but it would have been hard work in that spot I think.
