I think it is more likely to be sctensis. The secondary veins are strongly impressed, on the upper surface, which they are not in susbsp. betlina Both subsp can have curved down margins.
PlantNET NSW Flora Online gives: Sepals 1.5–2 mm long; leaves with secondary veins strongly impressed on upper surface, margins usually distinctly recurved. subsp. betulina Sepals 2–3 mm long; leaves with secondary veins hardly impressed on upper surface, margins not or hardly recurved. subsp. actensis
From the one leaf where there is a partial view of the underside it seems some of the main veins loop around before reaching the leaf margin (see the PlantNET images for the two subspecies). So I'm inclined to agree with Betty it seems more likely to be Pomaderris betulina subsp. actensis
