I wrote a comment but did not post it. Try again. These flower heads have a minimum of 8 bracts at their bases, so they cannot be Pimelea linifolia, which usually has 4.
Pimelea treyvaudii flower heads normally have a minimum of 30 flowers. I am assuming these have lost some.

Thanks for the extra information. I think the flowers were just emerging. I saw others with only two or three flowers.

In that case a collection for the CSIRO Herbarium is warranted to get a proper ID.
