I am not 100% sure this is a juvenile Xanthorrhoea, but it does not really look like a grass.

There were several larger plants nearby and some that had flowered. None had developed trunks.

Brendan Lepschi of the CIRO, has advised that only one species of grasstree occurs in the ACT. We currently have only 18 recent ACT locations and an recorded total population of <500, so would appreciate any sightings of this species.
