this looks like Sagittaria platyphylla (WONS). the inflorescence is too robust and twisted to be Alisma plantago-aquatica. Occurrence on a river system is a worry.

Sagittaria platyphylla seems more likely. I had my doubts about the ID of Alisma plantago-aquatica at the time, but didn't know an alternative.

I visited the site yesterday. At the point where I found the plant before, the river has split into 2 channels. The plant was found in the southern channel. The water was much deeper than when I found the plant, and if it is still present it would be under water.
