The diagnostic which distinguishes Rosa rubiginosa is the fine glandular hairs and prickles on the flower stalks. The flower stalks of Rosa canina lack prickles or glandular hairs.
Rosa canina is listed as 'doubtfully naturalised' in the ACT Plant Census, but is found in the Woden Valley. It would be interesting to see where else it is.
