It could be Leptorhynchos elongatus. I get the impression that the bracts aroung the flower heads are continuing down the stems. I don't like squamatus, the leaves of which are crowded towards the base of the stems.

I have added another image. The bracts do continue down the stem, right down to the top of the leafy section. The bracts are quite small.

On second thoughts, and rereading the descriptions, it is not elongatus, in which the bracts gradually get bigger down the stem until they merge into the leaves.
