Thanks Michaelb for the great shots (can I recommend it be featured) :-).
I'll let Harvey make the final call but I'm thinking this might be a Unicorn Hunter, based on the number seven/letter 'L' shape behind the eyes, described in Theischinger and Hawking as 'Antehumeral stripe broadly fused with collar' (p. 166).
Also the anal appendages appear to be different from those of the Stout Vicetail with which it shares the 'number 7' shape.
I think I vaguely recall Harvey mentioning that Unicorn Hunters are relatively rare in the Canberra region so quite a nice sighting if my ID suggestion is correct...

Yes - Unicorn Hunter. The other ID feature is the full 'collar' around the junction of abdominal segments 6-7. It does seem to be less common than most other ACT Gomphids (Jade Hunter excepted), and seems to be largely restricted to sandy stretches of the main rivers (Murrumbidgee, Molonglo, as well as lower reaches of Gudgenby and Paddys)
