This is a member of the rose family and is either Acaena ovina or A. echinata. I need to see the underside of the leaves to determine which one it is. Ovina is hairy across the underside, while on the underside of the echinata leaf the hairs are confined to the main vein. I have assigned it as echinata as I think this is most likely
