I am pretty sure it is not Gonocarpus. I have blown up the first photo and can see no evidence of roughness on the stems. As Julie says, it is probably Haloragis heterophylla. The other two possibilities in Flora of the ACT are either prostrate or have broad leaves. Without leaves, it is impossible to go further.
I checked out the location and could not find any Haloragis but did find some 50 metres to the north of the coordinates in a wetter spot - then realised the photo was taken in 2015
As I have to use Geosetter for the GPS as my camera doesn't have GPS built in, it is quite possible I wasn't excatly on the location where they were. :)
