Uncommonly recorded in the ACT, this is a new location I believe (well for CNM at least).

I recorded Eleocharis sp and Eleocharis acuta at this little dam; perhaps I was wrong with E. acuta?

Eleocharis sphacelata is Tall Spike rush, and tends to occur in deeper more persistent water than Eleocharis acuta.
Eleocharis acuta is a medium tall spike rush, very common in this region, occurring in shallow water, seasonally flooded areas, and waterlogged ground.
At this dam, these two species occur in different habitats.
Eleocharis sphacelata is a relatively recent arrival at this dam.

yes, the dam was indeed dried out in 2016, and also at other times since then (Jan 2018, spring-midsummer 2019-2020) but that was before this clump of Tall Spikerush Eleocharis sphacelata established.
The dam being dry for a few weeks won't kill off this plant, though may stress the culms a bit if weather is hot (unlikely at the moment). It would take 2-3 years of the dam being completely and continuously dry to desiccate the underground parts.
