flowers do just look like a sprig of wattle on the ground!

That's more likely L.breateata, where the infloresence hugs the ground. In L.filiformis the infloresence is held off the ground (in both subsp.).

there were a lot on this slope which were heavily grazed in 2018/19 and before in 2016; I placed a few wire mesh guards around some at the lower slope to protect; the guards were removed recently.

Its not really a rare plant, uncommon if anything so I imagine numbers fluctuate and that is ok.
