Many of these small bees, probably about 5 mm, visiting this group of plants.

This one has me puzzled. While obviously not Exoneura, I am unsure of the genus to which he belongs. There is something about the shape of the head that makes me think of Leioproctus obscurus, but the thorax of that species is usually hairier. If you manage to get a clear picture of the wing venation that might help narrow down the possibilities.
