Baumea gunnii is the only ACT species of Baumea (= Machaerina in Victoria, and NSW) or Lepidosperma that has a black nut (actually yellow-brown to black): all others are described as pale or dark brown, or grey. The general size and habit of your plant fit for gunnii but the leaves in your specimen look a little too wide (gunnii = 0.7 to 1.5 mm diam, acc to VICFlora). Baumea gunnii has been recorded in ACT and is on Census, altho not listed for CNM. It could be Baumea gunnii but am not 100% confident.
Yeah I reckon B.gunnii looks good here, the black nuts are a good point. Plus the leaves are definetly thinner than others that I am pretty sure are lepidosperma .
