Rather hard to see any pattern on the wings, which is our main identification tool for photographs of moths.

They were brilliant white with some slight markings on forewing. Just hovering and chasing constantly a metre above Gibraltar creek. Tiny

Lovely images! They look to me like what are commonly called 'Shannon Moths' (after the river in Tasmania where they are so common, their mass flights welcomed by trout fishers).
They would probably be Asmicridea edwardsii.
