Yes, I think it is a bee. No, I am not prepared to guess at a species, though the white marks on the legs suggest that it is very likely to be in the subfamily Hylaeinae.

Thanks so much for your suggestion. A very small and busy bee that circled around and around gathering nectar. I've a video of it, but couldn't post it.
