Of all the Avena species I have seen, none of them have the reddish bracts at the base of the glumes as in this specimen. I'm not a botanist but think that is the correct wording. All Avena have no such bracts.
I went and had a look at some images of Avena (A.fatua, A.sativa and A.barbata) and you are absouletly right Michael. None of those three have those bracts at the base of the glume so its not Avena, the form also isn't quite right. I have a better suggestion, Ehrharta longiflora
