Looking at Lichenaula (genus) on Bold Systems 4 I suggest that this species is a good match for the unmamed species 'Lichenaula sp. ANIC18'. The species has been recorded in the ACT. See here:

Interestingly iNaturalist's ' Add Obseravtion' algorithm suggested it was a Lichenaula species.

I agree that the pattern matches quite well but this moth is very black and white while the Lichchenaula sp. you refer to is a bit mottly brown. It could be variability of course, but I'm not sure.

OK, the examples on Bold Systems 4 do tend to be mottled, but see also my sighting No. 4430479 which is more mottled also.
