Not 100% on the species. Have spent the night looking at images and this looks like a Grebe but the descriptions in Birds of ACT didn’t sway me.
On Big Dam in Aranda Bushland - swing, eating (one out of focus image shows a decent size meal in its mouth) and appeared very relaxed. Didn’t seem to either notice or care about person walking past on track.
