This is very immature but is not J. sarophorus. It could be Juncus vaginatus from the way the flowers are clustered. To confirm IDs of these 'leafless' Juncus spp., pics of the pith in the culms (continuous or interrupted) and the basal leaf sheaths (palish yellow in J. vaginatus; reddish in J. sarophorus) are helpful.
