This is a very tiny plant, on drying soils in high altitude wetland.
Material has a few buds, just evident in second photograph, but is not yet fully mature.
ID by herbarium (Dave Albrecht) is that this is either Myriophyllum lophatum or M. pedunculatum, and that it is not possible to resolve which without fruits.
Would it be worthwhile creating a new aggregated 'species' of Myriophyllum lophatum/pedunculatum ? (given the low likelihood of photographs being submitted of mature fruit ).
There were several patches of this plant, all on a low spot which was drying. Unless it is a really wet summer, desiccation is more likely rather than completing reproduction.
