I suspect this is not Casbia farinalis because its forewing termen is scalloped, not smooth as in C. farinalis. The hindwing termen is even more strongly scalloped. Moths of Victoria shows male C. melanops have these features including the black forewing spot with a white halo. Arguably the corresponding black spot in the hindwing is not visible in this case due to overlap by the forewing.
