Agreed it is in Anthelidae, but Anthela species larvae generally have setae sticking out, and Pterolocera species larvae have the setae laying more along the body, like this.
I think the caterpillar is clinging to one grass stem but feeding on the base of an adjacent stem, so we see the underside, and the red things are legs, and the white things are verrucae.
