The inflorescence is definitely that of a pea, the leaves that I think you're referring to are the large flat ones, which look more like the leaves of some kind of thistle. As far as I know, there is no pea in the ACT & region with leaves like that, I can see the leaves of Lotus corniculatus in both of your photos. However, I am not a moderator for all plants so I may be wrong, one for Michael :).
