Problem with being F rubra is that its spikelets are only to 9mm long. These spikelets appear to be about 20mm+ long. The only Fescue that seems to fit the bill is F. asperula, for which there seems to be hardly any publicly available photos in existence. This is a native, which would fit with where it was found (Wandiyali-Environa Conservation Area). This species is also glaucous in appearance.
