You need to suggest something or the weeds people won't be alerted. I can't see details of the bracts but if there are 19-21 bracts and 13-15 petals and you suggest Madagascan fireweed someone will take a look and remove it.
I agree Mike, they are different. After more internet research I'm now pretty sure it is Senecio madagascariensis. I searched the area but couldn't find more (flowering) specimen.
Species id confirmed by Mulvaney and Taylor. I removed & disposed of the specimen and checked immediate surrounds for more - I could not find more however non-flowering seedlings might be present.
I thought it came from landscaping in Crace and despite major efforts to control it the plants have travelled along the tramline. It would easily blow over from Nortbourne Avenue.
