I have suggested Eutorna tricasis, but the system will not let me add it as a new species.

In Eutorna tricasis on the ALA the antenna are shorter than the body of the moth, here the antennae are as long or longer.

Yes, a caddisfly (Trichoptera) and probably in family Leptoceridae, but hard to be sure from photo as no matter how good a photo of a resting caddisfly is, it is difficult to see the diagnostic features.
