If this is a Casbia, then the Checklist lists 30 species of Casbia, and BOLD illustrates 57, all from Australia with a few from New Guinea. Only one of the 57 BOLD species specimens shows black-edged orange spots like this specimen, and it is labelled Casbia carnecostata Warren 1903, from New Guinea: https://www.biodiversitylibrary.org/page/15771439#page/436/mode/1up .
The location that the BOLD specimen was taken is not shown. AFD denies any knowledge of that species. Many of the Casbia appear to be very variable, with apparent greater intra-species variability than inter-species variation. I am very unhappy in general about determining the species of Casbia specimens from photographs.
