Certainly a species of genus Oecetis, family Leptoceridae, and the colour pattern and patches of scales on the forewing suggest probably Oecetis pechana.

Because Oecetis is a genus in family Leptoceridae. Thought I would give the full classification!

Unfortunately the ID's are mutually exclusive, so by ID'ing it as family Leptoceridae, it is removed from the Oecetis sp.(genus).
I hope you don't mind, but I've done an Undo of Leptoceridae and it therefore is back to Oecetis sp. (genus). Family Leptoceridae is stated in the comments on the species page:
