It is no bee that know of and the hind leg seems more wasp-like. I would think that a crabronid was a better guess, though the surface of the thorax seems to be smoother than I would have expected for Cerceris.

Matches some images in ALA identified as Bembecinus. (That'll teach me to jump to conclusions.)
