The photo doesn't show the typical Garrha banded antennae, and there are other possibilities.

I think the forewing costa is too convex for Atheropla.

Eulechria is one place to look, but it's likely to just be an Oecophorinae sp.

It matches an unnamed Eulechria species that has been recorded in the ACT in the past. (Looking at named species, it is rather like E. contentella which is common on the south coast, although it has a contrastingly light head.)

Glenn, I think you meant to say Eulechria convictella not E. contentella which has prominent yellow and white vertical stripes. I agree it does look similar to E. convictella.
