Looks like Ficinia nodosa (formerly Isolepis nodosus) to me, which in my experience is a near-coastal species. Is it planted or naturally occurring?

Planted. The gardens and adjacent areas to the Nishi building have all been closely planted with natives, eg A. cognata, native Westringias etc. Some such as Rhagodia spinescens are not irrigated. I think Chorizandras may spread via rhizomes (not sure) so maybe they could become a problem.

Clumps grow by rhizomes and also spreads by seed (in my paved courtyard). It came in as a stray probably from a plant nursery.

OK, well I'm pretty sure it is Ficinia nodosa, not Chorizandra, which has more stem protruding beyond the inflorescence. I've compared it with photos I have of both. And Ficinia is a strictly coastal species. However, in an urban situation I can't see it becoming a problem (although with all wetland plants there is a chance that birds will spread the seed attached to feet or feathers). Someone else will need to confirm it, as I don't have moderator status on CNM.
