Without a macro of the hairs or field notes stating whether the hairs are stellate or simple, it is hard to decide whether this is Verbascum thapsus (stellate) or Verbascum virgatum.p (simple). At this point I am inclined to think it is virgatum.

Definitely V. Thapsus. Leaves very hairy and edges smooth. Larger plant and leaves than V. virgatum.
