The Plantnet key separates varia (and gaudichaudii) from debilis (and hispida) on sepal length (2.8-3.5 mm in varia and 1.5-3 mm in debilis) and on the colour of the hairs in the axils of the leaves (tufts of red-brown or deep golden brown hairs 2-6 mm long in varia and varia and short whitish or yellowish hairs in debilis).
If Michael and Mike are disagreeing about the general look of this plant, then these characters need to be looked at.
I am suggesting Plantago sp. in the interim)

I changed my initial ID because of the length of the flower head but having looked at other sightings I don't think this is a reliable diagnostic. In fact I am more confused than ever. On looking at APNI I think botanists have had trouble with this group of species.

According to Plantnet. Spike in varia is 3-11 cm lomhg. Spike in debilis is 4-10 cm long. Elongating to 30 cm long in seed.
I personally ID on sight using the number of flowers on a spike- fewer in debilis, more in varia. However neither on the online krys mention this character,
