There are several spiky wattles that look like this. You need a good closeup of a leaf to say which. Waltraud looks at the stipule, like a little splinter, at the base of the leaf. Ulicifolia has it. Genistifolia does not. If this was planted, there are several other possibilities.
Acacia genistifolia is called Early Wattle and normally flowers May-October. Acacia ulicifolia has a shorter flowering season June-September. As Betty says, it could be another species, or maybe the planting has upset its flowering time. Check the leaves, or later on check the pods.
