This looks like a Poa species, but we would need to see the whole plant to ID it more accurately. A photo of the plant in situ would also help.

If it is an area of native grasses, it could possibly be Poa sieberiana, simply because it is very common.

The flower/seed head of Poa labillardierei looks exactly the same
