The flowers are too immature to use the diagnostics. I would not like to be the one pulling the flower clusters apart to see whether they are branched or not. Going on the undisturbed habitat, it should be incisa. I have not seen many urens, but they were all in really dusturbed sites, like cattle yards.
Leaves are too short for U. incisa. This is probably old sheep grazing land and U. urens is commonly found on sheep camps along with Marrubium vulgare, which I didn't photograph because it is not yet flowering.
The species page for Urtica incisa https://canberra.naturemapr.org/Community/Species/4650 has a link to the weed species Urtica urens, which is incorrect.
