Some tiny flower buds. Closeup added - phyllodes to 15mm long, gland about 2mm from base.

Mike, I think this is Acacia siculiformis (Dagger Wattle) rather than A. ulicifolia. Dagger Wattle has flattened phyllodes with a distinctive dagger shape, whereas A. ulicifolia has terete, cylindrical or 4-angled phyllodes. That explains the small size of the flower buds because A. siculiformis flowers later. Not previously recorded from this locality.

I have posted sighting Wattle Acacia ulicifolia (Prickly Moses) on 15 Aug 2018 from nearby which has been identified previously as Acacia ulicifolia. I took a look today and saw that it was late flowering this year. It matches photos in Meredith Cosgrove's book and photos in NSW Flora Online for A. ulicifolia.
