The leaf edges of Podolobium alpestre are curved down, so I don’t think it is that species.
Ryl, were the points at the tips of the leaves sharp or not?
Probably best to wait till it flowers.

Leaves appear to be paired so most likely Podolobium procumbens

Interesting, Podolobium procumbens is missing from the ACT plant census.

In that case someone with a collecting permit should check it out when it flowers and deposit a specimen at the herbarium.
It could turn out to be Oxylobium ellipticum if it develops whorled leaves when it gets older.

Greg Baines just showed me the ACT herbarium specimens for Podolobum alpestre some of the leaves are arranged in twos, while the leaf structure in this photo does seem to be a good fit for alpestre - so I think we should go with this ID until a specimen shows otherwise
