Probably impossible to tell from these photos, but I assume this is some sort of aquatic insect larva.
In shallow water near the edge of a dam (which is now dry). Quite active and seemed to have hard mouthparts and 6 hard legs.
Stephen Skinner said it has "the sorts of characters that make them look very like fly larvae: anal breathing, the setae on the segments and the general worm form".
